From Port Liberte in Jersey City to Shelter Bay Club in Edgewater, many private developments are exclusive enclaves, whose fences and gated entrances constitute an effective barrier to the public. Other projects provide access to the waterfront but are designed in a way that does not feel public. One common feature of these failed waterfronts is that their backyards face the shoreline.


Strangers are not welcome in backyards, which are private domains.
