There is no clear separation between private property and public waterfront.

Where the back door faces the waterfront, there is no clear dividing line between the private backyard and what should be a public waterfront. The erection of a fence does not make the demarcation clear and discourages life and activity along the water's edge. In extreme cases, the public walkway along the Hudson River has even been eliminated and the entire waterfront claimed for private use.
