An official map establishes clear
boundaries for private and public development.
Cities and towns have always had the right to map and plat any and all
land within their own boundaries. A municipality's official map profoundly
affects its waterfront because it determines the location of streets
(the public rights-of-way) and public parks. The official map can thus
establish the framework for access to the waterfront and clear boundaries
for where private and public development can take place.
